I'm only saying that the score is derived in such a way that it doesn't tell you what you think it tells you.

Yes the Dems "finagled" to get a good, deficit reducing bill.

Say you went on a diet and used software that counted calories to plan your menu. And say that software, without your knowledge, counted calories by doubling the counts for water, halving the counts for french fries, and not counting anything you ate on Thursdays and Sundays, do you think that you'd lose the same amount of weight you'd expect to lose? The calorie count for your diet would look awfully promising but would you lose weight? Not likely.

It's called fiscal restraint in some quarters.
