No, there is a use of foreign oil, because using it is more cost effective and is a reasonable thing to do. Dependency is an idea that isn't a good fit as a description of, or analogy for our use of energy.

No just accurately describing reality.

You know how they say the pace of techological innovation has picked up speed....one of several key reasons is because of gov't sponsorship......something that didn't exist when stone wheels were the top of the market.

It doesn't matter what the governments did, the change from stone technology to modern technology would have required a long time.

The speed up of technological innovation, has more to do with greater private investment in development, the leveraging of previous technological and engineering advances to create new ones more rapidly, a more educated populous, more people to think of new ideas, more open trade across the world, etc.; than it has to do with government picking specific inefficient money losing ideas to subsidize.
