First of all, that would be illegal. Secondly, they'd surely get caught. I see no motivation for them to do that. The government has ways to get money from us legally. It doesn't have to resort to petty theft.

It's exactly the same in this context. Whether "they take" an agreed-upon sum out of my account to pay my health insurance bill or whether "I pay" for my health insurance via an automated transfer to them, the same thing happens--money leaves my account, sent to them, payment is registered. Actually, "they take" is more technically correct. You do the paperwork authorizing the transaction, give it to them, they set up the process, and then they take the action with your bank to effect each transfer.
