I don't believe that. States don't count absentee ballots unless it would change the winner of the state. In 2000 about 70% of absentee ballots were republican.

In calif I think gore won by 5 million but there were 3 million absentee ballots, not enough for Bush to win the state but if he got 70% of those votes that gave Bush 2.1 million to gores .9 and gore won the US by 500,000 just calif alone gave Bush 1.2 million more votes
