It's unmanageable no matter HOW you consider it. We can no longer afford to Police the WHOLE WORLD. The Chinese are LAUGHING at us and deservedly so. The Chinese are RAPING Africa right now and we're sitting back scolding them like an old woman. "That's not right, don't you do that, or we'll write a nasty letter." In 2003 we HAD some PULL with our military. We went into Afghanistan and kicked the Taliban out in a month and then we went into Iraq and got rid of Saddam in about two months. At THAT time we could have had some POWER, but we just let things DRAG on. Iran at that time was ASKING to talk to us. We just ignored them. EVERYBODY eventually figured out that we were TOOTHLESS despite all the military power we had. We could spend $5 TRILLION a year on our military and NOBODY at this point would even break a sweat when we call them on something.
