Am I wrong about this? 1. What we should have done is start by enabling, each tribe and village that wanted assistance, to defend themselves. 2. Their tribal leaders then do the nation building, beginning with local and regional leadership. Only then do they attempt establishing national leadership. We provide assistance requested in the form of government civilian experts. As I posted earlier the US Army recently admitted failing at step one. Step 2 has yet to get off the ground in any meaningful way.
