I was referring to domestic legislative change, which I made specific in my earlier posts.

Well, that post would open up a minefield of arguments as to just how much the Soviet Union shot itself, all by itself, in the foot, and how much the foreign policy choices of the Reagan administration contributed to it. Don't have the time to go back over that but just want to make clear the arguments are many.
