If A is bad, pointing that out is accurate and useful, whether or not the person doing so has a better B to throw in to replace it.

The CBO analysis of the costs of federal government health care programs have been consistently bad, and almost always bad to the low side (usually to a very large degree).

Arguments from authority are weak even with a solid authority, and the CBO has shown itself to be anything but a solid authority in this area. If I don't have another authority to put it its place, that doesn't mean the CBO is a useful authority, it just suggests that perhaps we shouldn't look to authorities for our arguments.
