We all do, but let's get one thing straight.

Covering them from the beginning is more expensive than treating them when things get so bad they end up in the hospital.

The key issue here is quality of service, not lowering costs. Too many people believe the myth that preventative care (at least the way it's defined currently in America) leads to lower costs.
