Yes, I know.

They have been included in every *official* US budget ever since they were enacted in the first term for Bush... but Congress, each and every year has passed a one-year 'fix' that allowed them to AVOID actually making the cuts. It's a con game.

Me either --- because they absolutely have no choice in the matter. They are REQUIRED to use the status quo status of ALL of our current laws whenever they make a projection. It's not up to them. (But, as I said, it's exactly the same way with the G.A.O. and the official US budget. Bush also assumed these cuts in each and every budget he put forward once these cuts were 'mandated' by law.)
