A truly socialist government WOULD want to be in business itself and crowd out the rest. Obama never took over anyone who wasn't spiraling into oblivion already; and as promised, we will get out of those businesses when we can. AIG will be broken up and sold off to viable companies, to repay what it owes the taxpayers.

The rest of your post is another one of those down in the weeds things for me. I assume the program architects had reasons why certain things could only be done over certain timeframes, whether they were budget, practicality or some kind of deal cut with that industry to get their support up front.

It could be a bumpy five years, but millions will be better off once it's all up and running. And if it gets us to single payer eventually, so much the better.
