Tim, I've been wanting to ask you about that. I've always had the understanding that insurers are prevented by law from dropping people after they get sick.

The whole idea or definition of insurance is paying ahead of time to be covered when illness comes along. Insurers have to comply with this, don't they? I mean, I believe some companies will try to do it, but how widespread is it, do you think?

I am often struck by the observation that so many people seem to think of regulation in terms of more or less rather than targeted regulation. More is better, for some. Less is better, for others. It's not about more or less. Sometimes regulation is the answer and sometimes there's a different answer. "Regulation" has turned into a catch-all response as though it was an end in itself and it isn't. It's a tool.
