That is a very interesting supposition. I'm personally inclined to be opposed to regressive taxation, but considering that 40% of the country pays no income tax, maybe a VAT makes sense.

Most states, though, already have a sales tax structure they depend on to fund state and local government. Would a VAT be on top of that?

I don't know much about EU taxation. I've always wondered if or how much Europeans pay in the form of "state" income taxes and local sales tax.

Speaking as a Jew, I hope so. If Israel doesn't like it, they can quit taking our money and our support in the UN. Speak softly and throw a hardball at Notyetayahoo's head. I don't care what the government of Israel will accept.
We haven't needed them as our pawn against Russia for a few years now. They are more symbolic than strategic for us now. It's time for us to discipline them, one way or the other.
BTW, Benny knows we don't accept Jerusalem as the capital.
