That is the whole point. Does it matter that there are people that can not help themselves for whatever reasons. The point is we are not going to let them die in the streets. We are going to help them one way or another. Maybe even against their own will. Applying judgement on these people and their own culpability makes no sense whatsoever.

The questions are; What is the best solution; What is the most efficient system; and is a solution even possible.

First of all, there is a solution. Advance countries in the world have shown to us there is a solution. They have shown us how it is done. Their solutions may not be perfect. They can be improved upon but solutions exist. It can be demonstrated. The costs are manageable. We do not have to go and reinvent the wheel (but we could improve on the design).

Your solution is messy and who knows if it will work or not on any national level. Can you give me an example of how it would work on a national level. I won't argue with you whether it can work for you or your community but for the rest of our country there is this separation of the church and state thing.
