In my "perfect world," California could tell prisoners, "stay out of Calif and we will let you go." At the Federal level, "here's your passport, go and never come back." Or, "don't come back for 'X' number of years." Let them go "God knows where." Not our concern. Any country that is willing to take them is fine by us. Empty our prisons. Save billions. Punishment doesn't work anyway.

Its how Australia got started I think. Oh yeah, before our Revolution they used to send a lot of convicts to America .... 50K were sent in the first half of the 1700's.
