Interesting to me that in the interest of accommodating .. say the difference between the American psyche and the Canucky psyche the US system appears far more intrusive than ours.. Unintended consequence..

EDIT: to clarify.. for Canucks, IMHO, it's one thing to say .. we are gonna raise taxes to pay for X but we'd really be pi$$ed off if we technically had a choice but were penalized for opting out.. It just isn't hockey...
