One way or another the stream of damaged children from damaged parents has to stop.

You lay out the appropriate scenario, I will agree. Forced abortion or sterilization is harsh, but offering either one as a paid for option is defensible, imo.

It's been my understanding that the tighter restrictions on welfare benefits passed by the Clinton administration has reduced the numbers of such damaged children, and I hope this is true. I think I might like to see at risk kids removed from the home sooner than they are and subsequently put up for adoption sooner than they are.
