GE is complicated, a true MVRS with both positives and negatives alike.
Lets illustrate by some simple shifting of meaning.

This is a big deal...they've entered into all the broad alt e spaces, so this was just an issue of timing and tech selection may or may not matter a bit for the broadest of solar markets..

They have a backlog of businesses that might been sold years ago, were it not for offshoring.

Now they produce news, that is appealing, and meets its standards as a true oligarch in service of oligarchy.

Such large % of revenue spring from a multitude of government related purchases, its politics, does enable its positioning, across so many roof tops, steering pools of grant monies, under government control..

They enter these markets just in time, with lots of due diligence done, that they may or may not be competitive is less problematic when government and other oligarchic institutions bring visibility and growth in a big way.

Doubting GE will lead any overall price decline which would enable commercial, residential users, the new GE is about being in the right place at the right time...in service to easy money gotten from legislation, with competitive advantage in managing process including bid terms, specs, and conditions of participation.

From an investors point of view, As long as its dividend remains paying shareholders, folks should generally just say Welcome GE to the thin film solar market..
