so here's one time...pay for itself in the sense that tax revenues are raised to make a legislative initiative revenue neutral

It doesn't fit that definition either.

And even if it did it would be more tax and spend driving us in to an even more difficult fiscal hole, as it uses up some of the available potential tax based to pay for the cost of the bill, leaving it unavailable to lower deficits or match other planned spending increase in the future.
