act - you are already paying for it, pre-bill... Fact - we are changing how this commodity is being paid for and some folks who are receiving it and not paying for it will now have to or be fined. I am aware of how I am paying for it and how it has increased over the years. Those who have not been paying for it will continue doing so as the penalty is less than the product. The point is what will be the next big push ? Toothpaste ? Food ? Light bulbs ? Where does it end. All that is changing is the people who have not been paying attention to what the gov has been doing, up till now, are waking up and getting angry about what they are seeing.
