I don't believe FDR ever tried. Universal health care did not become a big deal until after WW II when the Euros started to implement such care in their own countries. LBJ definitely tried....as did pretty much every Dem president. They could never get enough Rs on the same page to get it passed through Congress. Rs are holding this country back.
