I don't see why those exempt from insurance should not pay the penalty. I believe the penalty is assessed to protect others from the cost of the medical care should the uninsured be injured or require treatment. Do employers still cover these people? Lots of questions there. I can see the Christian Science cafe and Muhammed's Taxi service skating. Why the Amish? They seek and receive medical treatment. Why American Indians? Do they think they really go to the Witch Doctor? There are serious inequities in the exclusion process that may, unfortunately for Kenneth, give EVERYONE standing in Supreme Court Challenges.
