Ted, the Dems don't give a damn about costs. Ask yourself this. If the CBO estimates turn out to be wrong, will the Dems repeal the bill, saying, "OMG, I never thought it would cost this much"? They won't, and they know it. The CBO numbers are pure fiction, manipulated to pass a bill that will never get repealed.
