I don't know if those two items would drive that much savings. California's economy is already the 10th biggest in the entire world, and California health insurance is very expensive. Lack of interstate competition isn't the cause of California's high costs.

I posted earlier that my premium is at $1575 for a family of 4. When we renewed, the insurance broker remarked, "just be glad you aren't in California; their premiums down there are much higher."
