Is it? Obama's 2009 deficit was $1.3 trillion.

By the end of Bush's last year in office, he was running a deficit of $600B. Then he got TARP going for $700B, of which only $500B was repaid. The remaining $200B will never be repaid. So that pushes it to $800B in Bush caused deficits. So in Obama's first year, he was responsible for $600B of additional deficits and Bush was responsible for the first $800B. The facts are stubborn things, as Romney likes to say.
