Not true. The GOP simply delayed and delayed with filibusters and with every other tactic. It was a brilliant rear guard action. The bill was very popular last summer, before the GOP started lying about it saying there were death panels and socialist government takeovers and all sorts of other apocalyptic things going on in the bill. So the GOP waged a brilliant propaganda campaign. It made the bill much less popular and delayed it by 9 months. But the bill is now law and when Americans start to receive the benefits of it, they will realize that the GOP propaganda was all lies. That's the ultimate irony. This is going to bite the GOP in the ass big time, maybe even by this November's elections.
