My hunch is that if the US goes the trade restriction route vs China, it will have to also trim or eliminate the budget deficit and the only obvious way would be via a Federal sales or VAT tax. In a way, a Federal sales tax, appropriately structured to hit mostly imports, e.g. by excluding food, shelter, and medicines, is complementary to an export push/import restrictions. I will not be surprised if the bipartisan deficit reduction commission comes up with a Federal sales tax recommendation at the end of the year. I see early 2011 as a pivotal period for this.
