It's what Europe has been doing for decades via their VAT. That's the key reason they are running a balanced trade. Sales taxes are allowed in world trade. If it comes to a world wide trade war, it will not necessarily be bad for the US. Our energy import needs have been reduced, and trade is not a huge percent of US GDP, like it is for Europe or China. Most of our imports are discretionary.
