The mandate is that the child be covered, either himself or through his parents' plan.

Right now, a very large percent of those who are uninsured are 20-somethings. They are indestructable, so they don't need insurance. At least that is what they think.

When Obama forces these people to buy insurance, he loses their vote. So he adds a provision that extends the parents plan to 27 so that mom & dad can pay for the adult child instead of forcing the adult child to buy insurance himself and losing his vote.

It's all about politics.
