That eastern Gulf of Mexico area is closest to the existing production activity, and it has better geological data so it's going to be developed first. I know you're thinking about that Russian drilling off Cuba, but for political reasons this plan keeps the drilling in the eastern GOM at least 125 miles away from the Florida coast. Remember, this plan will be voted on by Congress.

I'm not sure how Florida's northeast Atlantic coast got included, given Florida's strong opposition to drilling. However most of the seismic data on that Atlantic coastal area is way out of date so there needs to be a lot of geological study before leasing and drilling starts. There will be plenty of time in the future to fight about which specific blocks are offered for lease.
