Even without those things you wouldn't have had a $5tril surplus.

And we should take your word for that rather than that of the CBO?


The CBO doesn't contradict me, except in estimates from over a decade ago which have been overcome by reality.


Sure...PartD was a GOP initiative.


Which the Democrats complained was too stingy.

But most of the total increase was an increase in existing entitlements, Social Security, Medicare (parts A,B and C), and Medicaid, SCHIP, etc.

Also things like federal education spending increased a lot.

There was nothing but momentum of GOP initiatives during the dem congress.

There was a large increase in spending. Some of it under previously passed laws (but then most of those laws where passed when Democrats where in power), some not. You don't necessarily need a major new policy initiative in order to greatly increase spending.

Then later there where bailout and stimulus bills, first by Bush (but which would not have passed without a lot of Democratic votes), and than during the Obama administration.
