His speech is slower than ever, and he regularly gets lost in thought in the middle of a discussion. He is easily fatigued and often impatient and irritable.

Then he should quit immediately instead of being a load on America.....That's all we need is another 'often impatient and irritable' congressman making decisions. Obviously, the guy has lost any semblance of a brain....

The congressman goes on to express concerns over the environment and global warming. Perhaps a prolonged belief in nutty theories causes one to go soft in the head....
