It might be aimed at that, but its likely it won't succeed. Many counted as uninsured really aren't uninsured Americans (they aren't citizens, or they already qualify for government insurance and just haven't signed up because they don't need it yet). For those that don't fit in those categories there is some serious question about how many will become insured because of this program. Some probably will because of the penalty but the fact that someone buys something when you fine them for not buying it would hardly be a major surprise, and its questionable as an improvement. Meanwhile the higher costs because of mandated coverage, and the fact that people can choose to wait until they have a condition and still buy "insurance" might actually reduce the number of insured people.

Is the goal really to cover uninsured people? I hear all sorts of claims for the goal. That's one of them, but you also here things like "lowering costs" (or at least cost increases), and other statements that seem to amount to "sticking it to the insurance industry", or "recognizing a right to health care".

The overall goal seems to be improving health care and/or health insurance/payment plans in the US. That also has the advantage of being a goal we can all get behind. We can evaluate the different ideas on how well we think they will achieve that goal, or if enacted on how well they actually achieve that goal.
