The so call "healthy, uninsured" are the ones who get into big trouble and then file BK. Yes but that still doesn't answer the question. Without enforcement, how are you going to get those healthy, uninsured people to buy insurance? All you want to do is blame the Republicans for "lying" about the IRS agents, but you should be asking why the Democrats explicitly prevented enforcement in their law.
