they need to develop Federal regulations instead of allowing the hodge podge of state regulations that make it more difficult for companies to do business across state lines

or alternatively they can allow for regulatory competition, with companies being able to comply with any states regulation, and then sell to all 50 states.

That's what the market exchanges are for.

The market exchanges really don't increase competition, merely facilitate taking advantage of it, such that it already exists.

The barrier to competing across state lines is state regulation, true, and substituting federal regulation would take care of that problem, but not the only way.
