Always possible.

But even that would only slow down the effort (not put a stop it).

Far too much is deep underground (away from the reach of all conventional weaponry), and or protected and hidden inside mountains.

(Did you know, for instance, that Iran has nearly 1/2 of all of the mountain tunneling machinery in the world? Not just for the weapons program... it is a very mountainous country and they are doing a lot of tunneling for highway construction too, etc.)

Cutting off Iran's gasoline imports (as sanctions are trying to do) will also put a serious 'hurting' on 'em, and slow down the entire economy. (They import over 40% of all their gasoline... much from China, Iraq....)
