We get a lot further in debate if we examine each others ideas and reasoning, rather than picking some authority that we personally agree with and promoting it as the standard.

If you consider the CBO so good in this area, than why don't you present their reasoning. That can be examined and replied to, a simple statement of their conclusion is much less useful.
