It does, compared to using it to start new ongoing spending programs that will take more money later. If you want stimulus, its a way to try for it without creating the demand for future spending. OTOH if your prime concern is about deficits, and you believe we can get congress to refrain from spending it, than it would be better to hold on to it an have it lower deficits.

CUT spending and RAISE taxes.....That's the ONLY way we're gonna get back to being a SOUND Country once again.

Or just cut future spending increases.

Normal federal spending in the modern US has been about 20% of GDP. We are above that now, but that real problem is that we are on a glide path to double that. We should try to get spending down to the norm (perhaps allowing a bit above as a temporary thing during the peak of the baby boom retirement costs), then we won't need tax increases. Current cuts would help, but the main problem isn't current spending (as massive as it is), but all the future entitlement spending. Its mostly a matter of reducing future increases. (Which makes it sound easy but actually politically it would be very hard, and even ignoring politics there are some difficulties)
