Assuming they would implement the solution if they understood. Most people who make those decisions make them based on aesthetics, not on energy efficiency. That will sell a lot of these new windows if they solve it while maintaining the aesthetics. Yes, there is a number of pretty cool products coming to market that address the problem. Building Integrated PV's nrel.gov along with a back coating of an lcd shutter look to have a lot of promise going forward. Of course us stone age folks would just rely on correctly orienting a home and having the properly sized overhangs built into the roof, wall interface.
