I have no idea how much a garbage hauler should make a year

With unemployment in the USA at 9.7% I'd say not very much. The job should pay whatever the market will bear, not what a union negotiates out of a government.

How about they pass a law saying government workers cannot be unionized? Any government worker that doesn't like that law is free to quit and find a job in the private sector.

It is a hard job. Part of the compensation must depend on the cost of living and labor in the market.

Our garbage hauler upgraded from a system that required two men to one that requires only one.

A couple of weeks ago I watched as he stopped at our can, talking on his cell. He left without picking it up. I called right away after confirming that our bill was current, and they sent him back.
