As soon as he identified us as sailors rather than marines he turned into Mr sunshine.

A cop or anyone else would have to be crazy to disrupt a group of sailors who finally got on dry land and found a beer.

There's plenty of history when it comes to the military having problems with the local towns people.

I heard a story of an Army base in Tenn.(?) where the base Commander found out the businesses in town were charging military more than the locals for the same services. He complained to the town to no avail... Then he restricted liberty. In short order the townspeople were begging him to open the base and started playing nice..... Not sure how true this story was since it was all hearsay....
