That never happened. Show where seamen were forced to buy insurance of any kind. What you represented was employer healthcare. There was no burden on individuals who were not working at sea or simply breathing.

The burden was on the employer to provide the funds whether or not deducted from the pay of the seaman.

Individual citizens. That is where your silly idea has no relation to the law suits filed.
