As long as most are covered, does it really matter whether it's done by family, church, country, state, or government? Health care and coverage are too different things, so your question really isn't relevant. I notice you said "improving one's health", .....an intention selection of words... how about everyone's health. When you provide treatment you improve a particular person's health not everyone's health. You can repeat that treatment for other people, but that's a new application of the treatment.
