You're lucky I'm not in charge. I'd try to get a 100% floating tax on gasoline. Of course, I would not spend that money on anything except tax incentives for businesses that make substitutes for gasoline usage, like electric car makers, and for tax incentives to consumers who purchase those vehicles. And I'm sure all of the GOP would hate me and call me a communist, even as I got this country to oil independence and saved us from funding the Islamofascist terrorists. It's an unholy alliance you guys in the GOP have with the Islamofascists. It's like you guys are co-dependent.
