The moratorium will have the effect of increasing fuel prices. With the carbon tax (really just a fuel tax) as a percentage of the price, two political objectives are achieved:

1. Federal and State gov'ts get their hands in everyone's pockets that uses gasoline and diesel fuel, or heats or cools their home with natural gas

2. Gov't becomes a carried partner to the energy industry with no downside exposure. Prices go up, profits go up, and voters will pay and pay and pay..
