Friedman neglects to mention that those start-ups need capital to expand, which they can't get when the government and the bail-outs are sucking the credit markets dry.

I think that thought is implied in this comment.

Message: If we want to bring down unemployment in a sustainable way, neither rescuing General Motors nor funding more road construction will do it. We need to create a big bushel of new companies — fast.

If I recall correctly, Friedman was calling for a federal infusion of capital into technology startups when the so-called "stimulus" bill was on the table.

Its funny how half of the so-called "stimulus" package is back ended into 2011 and 2012, immediately preceding the next presidential election. More of an IV than a stimulant.
