But something like this, I just don't think they'd have had much, if any, input. That's one of the basic problems with legislation like this, it wasn't developed by staff and percolated up. I've done a lot of staff development of programs and I've done a lot of facilitation of executive development of programs and staff support for executive development of programs. You need staff analysts and staff experts in the mix. The make things coherent, fill in the holes, and challenge the nonsense. And they write better.
