But something has to give. The tenacles of the bubble reach far. Waste management contracts to the city right? When the city has less money to pay waste management what happens then?

I agree completely - and tenacle by tentacle they will be broken and corrections made. But that isn't what I have been arguing here for some time - that is the workers are not the ones at fault here. If Waste management made sweetheart deals with the city - whose fault is that? Hardly the man picking up the garbage in the middle of the night.
