Even Sam didn't say "it must be ONLY government regulations which push up the cost".

Also regulations don't just operate on health insurance (although the percentage change in costs is higher in this area), but also on medical care itself, so your reason of medical care costs being different is itself partially based on different regulations.

Then there was some stuff after that, where you seemed to be confirming the view that government regulations were the explanation (not an explanation) for New York health insurance rates being higher than California rates, and disagreeing with me when I said that the cost of healthcare itself was the major factor.

Not "the" as the "the only", but "the" as in the largest clear explanation. The medical care cost differences, in addition to being affected by regulation themselves, just aren't big enough to be the main reason.

Just allowing the guy in New Jersey to buy insurance from Kentucky wouldn't solve anything, because the costs of that care in New Jersey are going to be much higher

Not nearly as much higher as the difference in price for the insurance policies.

Just to set the record straight, I did say that, but in context it should be evident that I was asserting that insurance companies would use govt regulations as an excuse for higher prices, not that govt regulations were actually the primary reason for the higher costs.
