I've been wondering what you would do about those who don't file returns. Now I see that you would just let them slide. Are you assuming that folks who don't file returns are too poor to be required to buy health insurance so they wouldn't owe a penalty?

Don't worry. Most of them are filing to get their "refundable" Earned Income Tax Credits. Basically, welfare payments.

That's a ridiculous statement. You have to approach this problem like a business person. I think you already know that the IRS has NEVER done a 100% audit of tax returns. Does that mean they are letting the ones they don't audit slide?

If you are going to make arguments like that, then I will rapidly come to the conclusion that you are just being silly and aren't interested in a real debate on the merits.
